One Week Later Update:
Essentially, nothing has changed.
They are still unable to electronically withdraw money directly (ie, not using the settlement fund as an intermediary) from VUSXX to the linked bank account, and they have not received any messages or information from Vanguard regarding the alleged work order that was purportedly issued to resolve the matter.
So I filed a complaint this evening with both FINRA and the SEC.
Maybe one of those filings will speed the resolution process along.
