Interesting how many people are recommending switching brokerages over this - any brokerage is going to recommend the same. I just took Vanguard's free investor questionnaire, answering as a conservative investor nearing retirement who's sitting at 60/40, and the questionnaire recommended I go to 70/30.
But it would not be based on market outlook or vary with varying outlook.
If you include present value pension as part of asset calculations, OP is sitting well below 60/40, considering OP's pension is "worth" more than the sum of their remaining retirement savings.
Actually, I believe the OP wrote that they will require a 4% sustainable withdrawal rate on top of their pension.

But the point is not whether 70/30 is appropriate-- it may well be the best allocation for the OP. The point is that the advisor was recommending an allocation change based on market outlook, at least as described by the OP.

If they say have been recommending that based on other, more valid criteria, and are just nudging the client to make the change, that would be a different story.
