Try to come up with an asset allocation and go with Index funds/ETFs, a good starting point: https://www.bogleheads.org/wiki/Three-fund_portfolio

I would suggest pick either Fidelity or Schwab both of them better services and products vs Vanguard. Fidelity has pretty decent choice of index funds and ER is often lower than Vanguard: https://www.fidelity.com/mutual-funds/f ... ndex-funds

If you still prefer Vanguard, you can buy Vanguard ETFs at Fidelity or Schwab at zero commission. Start with your IRA, since transactions will have no tax implication. I would suggest if you plan to own any bond funds own it in IRA account. Once you are done with IRA, take a stab at taxable account. Not sure what is your interest rate for credit card balance, but that would be the probably first thing you should pay off.
