The past is the past. Your int'l allocation should not be based on projected performance, but on mitigation of risks, some of which may never materialize. An example of such an event would be the USD losing its status as the reserve currency of global trade. It may not happen or may not happen in our lifetimes, and the outcome is unpredictable, but I would not want to be holding 100% US assets in such a scenario. The allocation should be high enough to provide meaningful diversification.
Circling back to this point because this specific example is why I don't think I could go with 0% International.
