Their fees depend in part on the share classes allowed in your plan, which is in part up to your employer. In effect, your employer is passing a portion of the contract cost to the employees. If you look around you will see a lot of the larger employers with TIAA plans have very competitive fees for the exact same funds as yours, but with different share classes. (My employer is with TIAA, and ours are in the middle, around 0.2% for US equity index funds.

Overall, they are an insurance company that sells products in order to stay in business.
Agree. It's 0.095% for US Equity Index Fund in the my state's 529 Plan.
