If you: select "Exchange">"Where is the money coming from?">select your TIRA and enter the dollar amount>"Where is the money going to?">it will list all your available fund options>select your Roth...the settlement fund VMFXX should be your only option in your case>continue>the next screen warns you that this is a taxable event and will ask you about withholding (as mentioned above you may not want to withhold)>the next screen will be a review of your total transaction>submit.
That should be the process.
Did you actually try it that way? If you select "no" to withhold then on the summary screen under the line with the fund name and amount, the next line is "Tax withholding" and has an "Edit" button to the right.
