If our military wants to buy an F-35 or build an aircraft carirer, or bild a building in your city, the government has to pay cash. So all of that debt you see is for ongoing operations but also for building some assets that may have a 30 or 100 year life. I do not know what our yearly spending deficit would be if the US gov could "expense" an asset using depresciation for each year of an assets life.
